Thanks for reply Paul.

I just want to limit normal users subscribe or post via the web interface
but not owner. if I remove the link, no one could access through the web.

If I understand correctly, you do not want subscribers to access the
archives
or post to the list via the web interface. If that is your intent, simply
ask
your site administrator to remove web access to the list. This is done by
removing the 'listname.html' file and the 'listname' directory from the web
archives directory (where 'listname' is the list name). Be sure to specify
that you want to eliminate web access to the archives, not the actual list
archives.
