In the "good ol' days" LISTSERV(R) used to provide subscription service to
file (and groups of files called PACKAGE).

BTW, if your subscribers are WEB-enabled and have a compliant MAIL reader,
you could provide hyperlinks which would make those files immediately
available.

Likewise you could store the files in the catalog and give them access to
them via GET commands.

Finally, you could use the PROBE feature to automatically send them a file
("randoming" chosen) (assuming they were NOT regular contributors).
