Perhaps s/he DID have it for years, but LISTSERV(R) has been filtering on that (and the similar POSTMAST, POSTMASTER, MAINT) for decades.  Obviously, ADMINISTRATOR has NOT been successfully emailing to LISTSERV lists for a long time.

BRT, another potential source of REJECTs (perhaps with a different error message boilerplate), besides the ones already mentioned, is the  CONTENT_FILTER template.
