I've seen that document, along with pretty persuasive evidence that it is
indeed a hoax. Many of the people named in the document as 'invaderz', are
in fact people who have been around the net for quite a while and known
as resposible net.citizens. If anything, it's a sleazy attempt to libel
some folks. It may have been inspired by something 'real', but the 'FAQ'
you found is itself a hoax.
 
Unfortunately, it's also possible that it may inspire actual attempts to
emulate the procedures outlined, so in that sense it isn't a hoax.
