There is no ideal solution to this.  What I have done on some of
the KIDLINK lists is to "quiet add" and "set nomail" the people
who send legitimate mail to our lists.  I told people that if
they were not subscribers to the list that their first few
messages might be delayed by being sent to the moderator, but
that we would set the so their messages would go through
directly.  I did not give a long-winded explanation.
 
It is not hard to automate the task of establishing NOMAIL
subscriptions.  I saved all the message I approved in a folder.
Once a week I saved them all to a file and selected out the
"from: lines (grep for Unix folks).  I then eliminated duplicates
and ran a macro that converted "From:" lines to "quiet add/set
nomail" lines.
