Basically, you want to have

        * Default-Options= SUBJECTHDR

and to issue a

        QUIET SET <listname> SUBJECTHDR FOR *@*

You may wish to send an announcement to the mailing list at the same time,
as SUBJECTHDR overrides SHORTHDR.
