Perhaps a better question would be "what are you trying to accomplish
by adding the extra blank line"?  It doesn't suppress the title line
if that is what you are trying to do.  LISTSERV simply looks for the
first non-blank line and uses that for the title, unless the first
non-blank line it finds contains LISTSERV keywords (and it won't let
you store the header in that case to begin with--a title line is
required).
