Moderated postings from within a service area

I have a list owner who has a confidential list, wishes to moderate
postings, but also needs to restrict postings from addresses within a
service area.

Something like this??

* Sender= service,moderated (??)
* Service=131.104.*
* Editor= [log in to unmask]
