quiet list owner

How do I make a list owner a quiet one?  I have a couple of list owners for a
list.  I want Notify= Yes so that the owner gets notified when someone joins
the list.  However, all the owners of the list get notified.  The quiet:owner
format doesn't seem to get it - it produces errors that quiet:am is too long
to be a VM userid.
