No to the former; yes to the latter.  Actually the reissuance of the
SUBSCRIBE command would use (in order of descending precedence):

 1) The "real name" in the From:/Sender: line (if it exists)
 2) The name given explicitly in the SUBSCRIBE command
 3) The name contained in the SIGNUP files

If none of the above are available the command is returned to the user
with the "Please include your full name" error message.  This would normally
happen only for a first-time subscriber, since someone who is already
subscribed to lists on your server would have a SIGNUP file entry unless
they had explicitly removed it with a REGISTER OFF command.
