If you are a postmaster:
I would first check the LISTSERV log to see if the message was even
received by LISTSERV. If not, then you need to look elsewhere, like your
mail client, mail gateway, DNS configuration for LISTSERV, etc..

If so, look further into the log. You can check the spool directory for a
*.jobh file (message is held) or for a *.mail file (message has not been
sent to the  outbound MTA). The SMTPS#   log will tell you of problems
there.

If you are just an owner:
If you have notebooks defined, you can check the archive to see if the
message was received by LISTSERV and posted. You can send the LIST command
in which a response will indicate LISTSERV is up and running as well as
tell you if your list is held. This can all be done via the web interface
if installed.
