How does a person add an extra line to a filter command?

We use listserv lite and we seem to have some problems
with one particular user. Also how do we block
his usenet access? As soon as we block his
access under one new account, he posts in that
account on the usenet side of our list.

Nothing seems to help.

Anyone else here have this problem?
