Use two lists:

1) the one to which folks subscribe (but NO notebooks)

2) a new list, sub-by-owner, default-options=nopost,nomail, w/ Notebook=private, and subscribed to list1

QUIET ADD list1@host list2@host *

3) then as appropriate,

QUIET ADD list2@host  proven_subscriber_from_list1
