Certainly if you want to waste CPU cycles, your default subscription option could be
SHORT822
or
FULL822
the various forms of probing/renewal processing could also be effective.
Or maybe
REVIEW= SERVICE
where the SERVICE area is your domain?
Or if if the problem relates to domain and not userids, then the domain alias function (recently mentioned (but maybe on LSTSRV-L?)) might do.
Then again, if this problem is so rampant and folks are subscribing from addresses that they can't remember, then maybe the above is symptomatic of bigger problems (IMHO).
