Set Send= Editor and then set
 Editor= tech1
 Editor= tech2
 Editor= tech3
 
where tech1,2,3 are the user-ids of the few technical people you want to
be able to transmit via the list.  If a user other than tech1,2,3 sends
mail to the list, it won't be distributed to the list but will be sent to
the first editor listed.  Another option is to have no editor but rather
to set Send= Owner and then also set
 Owner= tech1
 Owner= tech2
 Owner= tech3
 
in which case a message from an unauthorized user will simply be bounced
back to that user with a message stating that they are not authorized to
post messages to the list.
