I would think the easiest long-term solution (in the grand scheme) would be
to have one more user setting - "Nospam", settable only by the list owner;
much like the existing "Norenew". This would allow the listowner to pry
open closed subscribers who've been tagged as spamsters (which I'd think
could happen for a small variety of reasons other than spam).
I don't know how "universal" this need is; it may only be those of us with
gated newsgroups that need it, but I think that option would provide the
most flexibility.
