One interpretation is that it is SPAM: multiple unsolicited
copies (regardless of content / purpose) to the same address.
 
I believe I've seen this kind of thing before, but don't
remember the details (maybe some one else could do a
LISTSERV database search?).
 
I'm advising my co-owners to IGNORE it, at least the
purpose.  If you want to pursue it as SPAM, that's a
different issue.
