I'm still not quite clear how this works.
 
Is it
 
a) People ONLY get topics that they have SET
   (i.e. people with SET topics would not receive any other messages)
 
or
 
b) Only the people who have SET a topic get that topic
   (i.e. people with no SET topics would not receive the message)
