Renewal options

I  have lists  which  specify  a certain  date  for  subscription renewal.  as
documented  in the  LISTKEYW MEMO  file. For  example, one  list has
 Renewal= 04/21,Delay(07).
 
We expect that users will be asked  to renew their subscriptions every year on
the 21st of April and that the user has 7 days to confirm.
 
Why would a subscriber to that list be asked to subscribe now?
