The documentation says that per-user message limits are waived for
owners and editors.  It does, in fact, seem to be waived for owners, and
possibly for editors listed in the header with Editor=.  However, at
least on a Send=Private list, the per-user message limit is still
enforced for users that are editors via a "set listname editor for
user@fqdn" command.

Did I misinterpret the documentation?  Or is "set ... editor ..." only
meaningful for Send=Editor lists (which would be an unfortunate
limitation on the ability to waive message limits on a per-user basis,
which *is* meaningful for all types of moderation schemes).
