Not clear to me how to store welcome messages.  In some release notes, it is
stated that "LISTSERV will look for a LISTSERV (not CMS) file called
'listname WELCOME'".  How do I create such a file?  LSVPUT seems to just
make CMS files.  Do I have to put them in a FILELIST?
