"I would not use "topics" for any list, knowing how
little attention subscribers pay to even the most
clear instructions, and the complexity, with little
benefit, with which the list owner must contend with
"topics.""

we use them on our list. they do require a certain
amount of "policing", and they do generate some
grumbles from time to time.

but they do work if implemented logically and
reasonably, and if they are enforced.

yes, it does make a little more work for the list
owners. but it makes the list more attractive/useful
for the members.

one method of obtaining compliance is pointing out
that those list members who specifically join to
receive those topics will not read/see the posts on
that topic if they are not properly identified.

thus missing the "target" audience.
