I got a copy of DEFAULT.MAILTPL. I assume the templates in this file can
only be modified by the site manager, right? As an individual list owner, I
can't modify them, right?

Correct. As documented, listname.maitpl is not available in LITE. The only
option is to manually edit the DEFAULT.MAILTPL file with a text editor. But
be
aware that this file will be overwritten in a LISTSERV Upgrade/Update and
your
changes will then be lost and/or need to be redone.
