Here's your problem:

*  Default-Options= Repro,ShortHDR

The ShortHDR option removes all the MIME header information that converts the
quoted-printable characters into legible characters.  Unless you have an unusual need, you
probably can easily afford to set this one back to the normal default with just:

*  Default-Options= Repro

Then you should change everyone on the list to FullHDR with a

   SET LISTNAME FULLHDR FOR *@* PW=YOURPW

That should fix you up.
