He  can  always  subscribe  his  list  to ACCESS-L.  If  he  can  set  up  his
distribution so that postings from his list  appear as coming from the list id
and nowhere else there shouldn't be a problem he can also send to ACCESS-L.
What kind of distribution is it anyway?
