WELCOME and SIGNUP...

Hello there,
 
Many have discussed about a welcome message.
Well, what is the difference between the WELCOME message and the SIGNUP
(standard blurp) that is added in the modified MAILTPL file?
What's th use for having a welcome message instead of a SIGNUP part in the
listname MAILTPL file?
 
I have been using modified MAILFORM (1.7f and older) and now MAILTPL (1.8a).
