(Happily) No, REVIEW POST EDITOR RENEW (and their opposites) are
reserved to list owners, to be used in (QUIET) SET options FOR x@y
clauses. Not available before LISTSERV 1.8b.
 
Of course, they could UNSUB and SUB: so REVIEW or NOPOST should be
default options at subscription, to be relaxed after a no-trouble
period.
