Speaking for myself, as Listserv-owner-going-to-be, and at the risk of
dragging this discussion on, I'd like to throw my two cents in.
 
Any of you familiar with FCC regulations about fax machines?  Well if
not, here is an something new you can learn.  The FCC has provided that
junk faxes are illegal, and will impose a fine of up to $500 per fax! The
fine goes to the fax machine owner who lost time, and fax paper, to the
fax advertiser.  Okay, so what does this have to do with Listservs?
 
Well, mailboxes, lists, gateways and other computer resources are just
like fax machines in a way.  Unsolicited mail in cybersapce should be
treated just like unsolicited faxes.  It takes time and energy to maintain
cyberspace, and discussions are disrupted by junk mail, just like a fax
machine is disrupted by unwanted, 30 page faxes.
 
Obviously, this analogy may have some flaws I've overlooked, but if
Carter and Siegel want to claim freedom of speech, somebody better let
them know that what they are doing is interfering with other people's
rights to do the same.  If they want to start a list called Green_Card-L,
or a Usenet group alt.immigration.for.you, fine.  They can even advertise
it on Newlist-l and news.announce.users all they want, but not EVERYWHERE.
 
 
That I think is the message that they need to receive.
