Can someone explain how the following spam works.  Is it possible to
reply back? Or take any kind of action? Seems mass calling to the toll
free number would cost them.

Regarding spam mail, your email address wasn't BOUGHT, HACKED, ETC... it
was
given to
us either by word of mouth, or was available on a public mailing list
(which indicated that you may be interested in this type of programming.-
My comment - That would be a huge stretch of someone's imagination.)
