No.  The LOCK command prevents adding new subscribers, deleting current
subscribers, and users (or owner) from changing any SET options.  Generally
it is set automatically when you GET the List Header for modifications and
is released automatically when the header is PUT back (or the NOLOCK
command is issued).  It has no effect on message processing.
