Maybe I'm wrong Ben, but I think there is a way to prevent subscribers from
seeing the header.

If the REVIEW=OWNER is set then subscribers can not see the header by doing
a REVIEW.

By customizing the Default Mail Templates, the INFO command will return
what you want it to say instead of returning the list header. See the
listserv manual section 3.4 The INFO <listname> command and how to
implement it.
