If I understand your question, then the answer is YES.

The archives are composed on principally two kinds of objects: NOTEBOOK
logs from distributions, and separate files created by some manual or
external process.

Files stored by the second option are NEVER automatically distributed,
unless the LISTSERV happens to be on a VM/CMS system using a facility
called AFD/FUI (no snide comments about the lack of this feature ;-) in
non-VM).

Thus, if some authorized owner/maintainer were to collect the data, and
appropriately configure the software, then files could be saved and their
retrieval restricted as appropriate.
