The best way to do this is via a list-based mail-merge DISTRIBUTE job which also
requires use of LISTSERV 1.8d and our LSMTP 1.1b mailer.

A cgi for this and other subscriber (as well as List Owner and Site
Adminstrator) functions is a standard part of LISTSERV 1.8d.
