Well, the same answer:

I notice that the BITNET link between SJUVM and its "neighbour" (CUVMA)
is "down", with 124 files are queued to be sent from CUVMA on that link.
 
Also, the Internet link from 'NYSERNET' to St.John's is also "down".
 
So, it may be a problem confined to St. John's University and NYSERNET,
rather than being some problem in Venezuela.
 
In addition, note that the host 'DINO.CONICIT.VE' is one of the three
DNS (Domain Name-Server) sites for the entire 'VE' domain.
(For the record, the other two are 'NISC.JVNC.NET' and 'R2D2.JVNC.NET'.)
 
What this implies is that if *any* host in Venezuela has a "good"
connection to the Internet, then it will be this specific host.
 
Here's some more "trace" information, which shows that the Internet
is "slow" to reach 'DINO', via the JVNC links.
 
The only action you can take is to donate money to Venezuela,
and designate it for an upgrade of their link to JVNC
(John von Neumann Center/Global Enterprise Services, Inc.).  :-)
