According to Road Runner Austin, their mail servers covering "Southwest
Region of Texas (including Austin, San Antonio, Houston, Waco)" failed on
March 5 and had to be replaced and expanded.  Starting March 7, they
reloaded mail from backups, saying "Our primary concerns have been full
restoration of mail service as well as eliminating any loss of mail. [...]
This solution has been tested and will ensure the maximum mail flow to you."

Judging from the pattern of duplicate non-list mail I have seen coming
through their servers, much of the outbound mail queue from March 5 was
reloaded on March 9.  Of course, some of that mail had been delivered
between the backup and the failure.  Apparently, Road Runner felt people
could deal with duplicate mail better than disappearing mail.
