No.  It is a remote mailer that is misconfigured and does not send error bounces
back to the RFC821 MAIL FROM:<address> (which for LISTSERV mailings is always
set to 'owner-listname@host_name').  For example, nearly all cc:mail smtp
gateways and compuserve.com are known to be non-compliant with internet mail
standards in this regard.
