I may be mistaken, but I believe that the super-list/sub-lists feature was
introduced in the initial release of LISTSERV 1.8d, so there should be no
technical reason to prevent the administrator of a 1.8d system from creating
a super-list/sub-list relationship. As a site administrator, I cannot imagine
why anyone would not want to use the super-list/sub-list feature. We have over
13,000 lists on our server and make extensive use of this feature. It eliminates
all of the problems associated with subscribing one list to another list.

Perhaps "not allowed" means there is a site policy against the use of this
feature. Perhaps it means that your site administrator misunderstand your
request. Perhaps it means that your site administrator is not familiar with
this feature.
