The way I would do it (I'd not try to separate out the MAIL from the NOMAIL
users):

1) either GET listname (NOL NOH

or

  SCAN listname *


2) build/SEND a DISTRIBUTE MAIL job using the editted input from 1)

As a matter of fact, I have done it.
