They are using the ISP extensions to LISTSERV (similar to
home.ease.lsoft.com).  This does not permit the NEWLIST keyword to be set
by the Owner.  You will keep getting various combinations of errors.  The
SITE Administrator may be able to do it (I'm not sure) but the owner cannot
in this case.

The only thing I found was to set everyone to nomail, HOLD the list, and
activate the new list.
