A new subscriber is set to review by default until you change their
setting to noreview.

It depends on how long you want to review a new subscriber's
posts. I set most people to noreview after one post, but sometimes
it takes a few posts to be sure of someone. Someone who never posts
would always be set to review.

You can change the setting for a subscriber by sending a

SET YOURLIST-L NOREVIEW for userid@goodplace

command to Listserv.
