I guess you are asking does [log in to unmask] = [log in to unmask] = [log in to unmask] The
answer is the 'local part' of the email address (left side of @) is required
by an obscure part of RFC821, RFC2821, and now RFC5321 to be case sensitive.
As long as LISTSERV has existed it has obeyed this standards requirement, so
yes, the userid is (technically) case-sensitive in any LISTSERV version.

However, LISTSERV 15.0 and later now has this list-level configuration
setting:

Misc-Options= IGNORE_EMAIL_CASE

that allows you to turn off this obscure standards behavior, and tell
LISTSERV to ignore email case in the left side of @. (The domain part of
email addresses or right of @ has always been NOT case sensitive, by the
same standards document.)

Note the following caveats:

* Pre-existing duplicates (e.g. joe@... and JOE@...) are not automatically
removed from lists when this option is set.
* The only real way to de-dupe a given address is to DELETE it and then
re-ADD it.

This can also be set site-wide (i.e. for all lists) by your LISTSERV
Administrator with either of these site configuration settings:

IGNORE_EMAIL_CASE=1
or
Default_Misc_Options=IGNORE_EMAIL_CASE
