No, with that configuration, Listserv does not require any intervention on
the part of a list owner; the subscription requests will be processed
automatically and without question. If the list has "Notify= Yes" then the
owners will be notified whenever someone subscribes or signs off the list.

Better to put "Subscription= Open,Confirm" so that at least a confirmation
is required before a subscription request is processed.
