I believe that this punishment is too severe, i.e. it does not fit the "crime".
I believe that some temporary suspension of his network-access privileges
would be proper, but a total denial of computing-services is improper.
(Our entire VM system was down this morning; it immediately became evident
how vital a tool the computer has become! It also led to this response.)
