- Individual Daily Threshold limits (if any) do not apply to Editors.
- Non-subscriber posts will not be rejected out of hand but will come to the
  primary Editor/Moderator.
- editing the reviewed post cannot use the ReSent-* method, but will likely
  require address spoofing and resubmission to the moderator for approval
  of the edited message.  You may invent a better way.

Otherwise this looks like a good solution.
