This would take the form of a parameter that limits the maximum number
of postings that could be made by each user over a period of time.
Might work something like this:
Define a new list header
             Maxpost= number,interval
Number is an integer between 1 and (some large number representing
infinity), and Interval is either "Daily" or "Weekly" (maybe "Monthly"
too, though that seems too long to me).  For each user subscribed to the
list, a count is maintained of the number of submissions made by that
user during the specified interval, and articles in excess of that are
sent back to the sender with an explanatory message.  If the  keyword
were omitted, there would be no limit.  This would be a good way to keep
list-hoggers from monopolizing the list.  [Many lists that would
incorporate this feature may want to be self-moderated via "Editor=
Someone,(LISTNAME)".]
