This is correct. Basically, 'Send= ' controls who can send mail to the
list. The setting on the 'Notebooks= ' line controls WWW browsing of the
archives. It is possible to have Send= Private but Notebooks=...,Public.
In fact this is required for 1.8c (which introduced the WWW interface).
In 1.8d (which is currently running on Lsoft.com sites and some others) you
can set Notebooks=..., Private as well and LISTSERV will require that only
current subscribers can view the archives. A personal password is required
(and LISTSERV will help the user create one).
Spammers look for easy harvesting. Lists setup with Subscription= By Owner
and Send= Private and Notebooks=..., Private are about as secure from this
as it is possible while maintaining reasonable user convenience.
(Could this maybe be why pay-toilets were universally despised...? 8-)
