I guess I didn't make the point clearly.  Default-Options= Review works
by making the subscriptions of new subscribers have option REVIEW set.
I wanted REVIEW to apply to non-subscribers that attempt to post. *Not*
a LISTSERV bug, I suspect.  The command issued and error message are:
 
   tell listserv set hockey-l review for [log in to unmask]
   * There is no subscription for [log in to unmask] in the HOCKEY-L list

I see.  It appears I should use Send= Editor,Hold and make subscribers
editors.  The choices seem to be to use Editor= (listname) or to use
Default-Options=Editor.  The latter seems to allow more flexibility in
that I can change a subscription to NOEDITOR to moderate a subscriber.
 
Or is it possible to set an individual subscriber to NOEDITOR and have
that take preference over Editor=(listname)?
 
On the other hand, would "SET listname REVIEW FOR someone" cause
moderation of postings for a Send=Editor/Editor=(listname) list?

When List-ID is used, it more-or-less takes over for the short list name
(LISTSERV uses it in preference to the short name).  Is this adjustable?
Perhaps using mailer forwarding would serve the purpose.
