This is what you want:
Renewal= 3-monthly, Delay(21)

Now edit the RENEW1  template with what you want them to receive on a
quarterly basis. Since this is a forced renewal, you'll need to leave the
instructions  to confirm in the template.

Leaving off the Probe does send the RENEW1 template to EVERYONE. Trying to
use Probe and the Probe1 template will not do what you want as active
members will not be sent Probe1.
