It sounds like you have a WELCOME file set up for each of your lists that
closely mirrors what the SIGNUP message also says.  For each new
subscription, LISTSERV will search for a listname.WELCOME file and send that
to the new subscriber as well as the default administrative message(s).

I'd suggest editing the two files so that they either give two distinct
messages or else amalgamate them into one and send it as the SIGNUP message.
