AFter sending this, I realized that the mail was going to LSTOWN-L list.
the WAKEPARM FILE is a file on LISTSERV's 191 disk that only the
Listserv postmaster can change.   You as a list owner will need to ask
the Listserv postmaster to take care of it for you.
 
The WAKEPARM FILE contains commands that are to be regularly issued at
various time intervals.
